Induction: 2002 Marshall F. Sinback Jr. was born in Mobile Alabama and spent his
formative years in metropolitan Atlanta, Georgia. In 1970, while
attending West Georgia University, he enlisted in the United States
Naval Reserves and served on active duty as a Hospital Corpsman
from 1971-1973. In order to gain more health care experience, Mr.
Sinback worked as a surgical care assistant on Nott Ward at the
Duke University Hospital. Since his graduation from the Duke PA
Program (BHS, 1976), Mr. Sinback has spent the past 29 years in
clinical practice with the Department of Veterans Affairs working
in cardiothoracic surgery, neurosurgery and orthopedics. Throughout his career, Mr. Sinback has been an active PA leader
at the state and national level. While serving on the Georgia Association
of Physician Assistants Board of Directors he held many leadership
positions and served as president in 1982 and 1984. In 1981, he
successfully directed a professional state-wide public education
program on the PA profession in Georgia. This resulted in the elimination
of political pressures to close the state's two PA programs. Under
his leadership, legislation was enacted that created a PA Advisory
Standing Committee of the State Medical Board empowered to handle
all PA professional practice issue before the Board. The law also
added PA membership to the State Medical Board. Mr. Sinback has been a member of the AAPA since 1976. He has held
numerous leadership positions in the AAPA including the House of
Delegates, Legislative and Governmental Affairs Committee, Subcommittee
on State Legislation (Chairman) , Professional Practice and Relations
Committee, Professional Liability Task Force (Chairman), Trustee,
Education and Research Foundation, Nominating Committee, Medical
Malpractice Insurance Task Force, Task Force on Unlicensed Medical
Graduates (Chairman), and the Professional Certification Committee.
While chairing the AAPA Subcommittee on State Legislation, Mr. Sinback
developed the model for the AAPA's state legislative outreach program
including implementation of the constituent chapter state legislative
grants program. In 1985, he was awarded the first AAPA - Burroughs
Wellcome Health Policy Fellowship allowing him to spend a year in
Washington at the AAPA working on Medicare reimbursement legislation,
researching PA medical malpractice issues and AAPA - constituent
chapter computerization. He served as president of the AAPA in 1988-89. For the past 14 years, Mr. Sinback has been a member of the Board
of Directors of the National Commission on Certification of Physician
Assistants representing the AAPA and most recently the Department
of Veterans Affairs. He has served as chairman of numerous committees
and taskforces including two terms as President and Chairman of
the Board. During his term as president, the NCCPA underwent a complete
reorganization and implemented a strategic planning process to define
its mission and to serve its stakeholders. Throughout his career in the VA, Mr. Sinback has been deeply involved
in the professional practice issues of PAs in the Veterans Health
Administration (VHA). He has served on numerous advisory committees
for development of PA practice guidelines in VHA. Mr. Sinback has
chaired the VHA Undersecretary of Health's Multidisciplinary Practice
Advisory Council charged to develop and recommend policy on optimal
utilization of PAs, Advanced Practice Nurses and Clinical Pharmacists
in the VA. Mr. Sinback has received numerous awards recognizing his contributions
to PA the profession.
